Arnaldo Cortes-Mestres Arrested in Puerto Rico

Special agents from the U.S. Department of State Diplomatic Security Service (DSS), in conjunction with the United States Postal Service Office of Inspector General (OIG), arrested United States Postal Worker Arnaldo Cortes-Mestres in Puerto Rico on January 22, 2009, for the embezzlement of passport application fees.

According to the U.S. Postal Service OIG, from May 22 to July 27, 2007, while working as a postal clerk in the branch in Cabo Rojo, Arnaldo Cortes-Mestres received more than forty U.S. passport applications and renewals, along with the required processing fees totaling over $6,000. He is accused of converting those funds for his own use or exchanging that money for other funds or property without authorization. The U.S. Postal Service OIG says Cortes-Mestres failed to account for and turn over those funds to proper officers.

When applicants did not receive the passports they were expecting, they contacted the U.S. Postal Service, which had executed the passport applications. In April 2008, Diplomatic Security Service officials, in conjunction with the U.S. Postal Service Office of Inspectors General, interviewed more than twenty applicants who had not received passports. DSS special agents searched databases and records to locate who had processed the passport applications. Additionally, in order to prove that Cortes-Mestres had processed all of the victim’s passport applications, DSS special agents provided photo lineups to the victims, which included photos of Cortes-Mestres.

Based on that investigative work, on January 21, 2009 a federal grand jury in San Juan, Puerto Rico indicted Arnaldo Cortes-Mestres for misappropriation of postal funds. The next day, DSS and OIG agents arrested Cortes-Mestres at his home. DSS special agents assisted in the search of his home and inventory of evidence. That search turned up more than one-hundred passport applications and associated birth certificates Cortes-Mestres had hidden.

J. Michael Foster, the Special Agent in Charge of the Diplomatic Security Service’s Miami Field Office said, “The San Juan Resident Office did an outstanding job investigating this case. The apprehension of Cortes-Mestres demonstrates Diplomatic Security’s commitment to maintaining the integrity of the passport and visa process. Passport and visa fraud are serious crimes with substantive national security, economic, and personal consequences.”

Because the U.S. State Department’s Diplomatic Security Service is the most widely represented law enforcement organization in the world, DSS’s capability to track and capture fugitives who have fled U.S. jurisdiction to avoid prosecution is unmatched. During 2007, DSS assisted in the resolution of 113 international fugitive cases from over 30 different countries.

The Bureau of Diplomatic Security is the U.S. Department of State’s law enforcement and security arm. The special agents, engineers, and security professionals of the Bureau are responsible for the security of 285 U.S. diplomatic missions around the world. In the Untied States, Diplomatic Security personnel protect the U.S. Secretary of State and high-ranking foreign dignitaries and officials visiting the United States, investigate passport and visa fraud, and conduct personnel security investigations. President Barack Obama has authorized the use of $20.3 million from the U.S. Emergency Refugee and Migration Assistance (ERMA) Fund to address critical post-conflict humanitarian needs in Gaza. U.S. Government support for humanitarian assistance to Palestinian refugees and conflict victims now totals nearly $120 million in FY 2009, including nearly $60 million in Gaza.
Of the $20.3 million in new ERMA funds, $13.5 million will go to the U.N. Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), $6 million to the International Committee of the Red Cross (ICRC), and $800,000 to the U.N. Office for the Coordination of Humanitarian Affairs (OCHA). These organizations are distributing emergency food assistance, providing medical assistance and temporary shelter, creating temporary employment, and restoring access to electricity and potable water to the people of Gaza.
Today’s contribution to UNRWA augments the $85 million the United States contributed in December 2008 toward UNRWA’s 2009 appeals. Of that amount, $25 million supported UNRWA emergency operations in West Bank and Gaza. The remaining $60 million supported UNRWA’s services for 4.6 million Palestinian refugees in the region, including Gaza. UNRWA is the largest provider of humanitarian aid in Gaza, providing 70 percent of the population with emergency food assistance, essential healthcare, and primary education. We are working to develop a longer-term reconstruction/development effort with international partners.
Furthermore, today’s contribution to ICRC complements the $9.7 million the United States provided earlier this month for ICRC’s activities for victims of conflict in the Middle East, with particular attention to its critical programs in Gaza. U.S. support of the ICRC buttresses the organization’s efforts to supply Gaza’s hospitals and clinics with urgently needed medical equipment, as well as to rehabilitate damaged water pumps and sanitation systems.
Finally, the U.S. contribution to OCHA supports its essential coordination activities for the Humanitarian Country Team, comprised of UN Agencies and non-governmental organizations providing humanitarian assistance in Gaza.
In addition to our contributions to UNRWA, ICRC, and OCHO, to date, USAID has provided more than $3.7 million for emergency assistance to Gaza. Food, milk powder, blankets, plastic sheeting, and other nonfood items have been distributed to beneficiaries, and the distributions are continuing. This assistance is distributed to beneficiaries through USAID’s implementing partners under six recently awarded grants ($250,000 each) to Mercy Corps, American Near East Refugee Aid (ANERA), CHF International, Relief International, Catholic Relief Services, and CARE International. Food distributions are done through USAID’s grant to the World Food Program (WFP).
The U.S. reiterates its support for humanitarian actors responding to emergency needs in Gaza and encourages other states to provide urgently needed funding to UNRWA, ICRC, WFP and other international and non-governmental organizations providing this lifesaving care to civilians in Gaza

The United States is pleased to announce an initial contribution of $125 million toward the 2009 operations of the United Nations High Commissioner for Refugees (UNHCR).
The contribution will support UNHCR efforts worldwide, including activities such as refugee returns to Afghanistan and Burundi; local integration and resettlement; and protection and life-saving assistance such as the provision of water, shelter, food, healthcare, and education to refugees, internally displaced persons, and other persons under UNHCR's care and protection in places like Colombia, Ecuador, Georgia, Thailand, Nepal, Pakistan, Sudan, Chad, Kenya, Liberia, the Democratic Republic of Congo, Uganda, and Rwanda.
The contribution will directly support UNHCR's Annual and Supplementary Program activities as indicated below.

U.S. Ambassador to Guatemala Stephen McFarland signed a letter of agreement on today with the Government of Guatemala implementing the Merida Initiative, a multi-year regional effort to combat organized crime, gangs and the trafficking of narcotics and firearms. Minister of Government Salvador Gandara signed the letter on behalf of the Guatemalan government. Today’s signing of the letter provides an initial $3,650,500 in FY2008 funding for the first year of the Merida Initiative. It obligates an additional $550,000 to the International Commission Against Impunity in Guatemala.
Under this agreement, the Guatemalan Ministry of Government will participate in the following five projects fully funded by the U.S. Government: Central American Fingerprint Exchange, $400,000; Central American Vetted and Sensitive Investigative Units (SIU), $500,000; Transnational Anti-Gang Initiative (TAG), $1,225,000; Improved policing and police equipment, $975,500; and improved prison management, $550,000.
Representatives of the Government of the United States and the Government of Guatemala will meet quarterly to review qualitative and quantitative progress towards achievement of the project goals and objectives. These evaluations are in addition to the ongoing monitoring of the programs and activities conducted by each government

The United States regrets the Russian Federation’s expressed intention to establish bases in the territory of Georgia as contrary to the spirit and the letter of Russia’s existing commitments. These Russian plans include a naval base at the port of Ochamchire, army bases in the Abkhazia and South Ossetia regions of Georgia, and the possible deployment of combat aircraft.

Under the August 12 and September 8 ceasefire agreements between Georgia and Russia, mediated by the French EU Presidency, Russia committed to return its forces to their pre-war numbers and locations in South Ossetia and Abkhazia. This latest announced build-up of the Russian Federation’s military presence in the Georgian regions of Abkhazia and South Ossetia without the consent of the Georgian Government would clearly violate that commitment. Implementation of these basing plans would also violate Georgia’s sovereignty and territorial integrity, to which Russia repeatedly committed itself in numerous United Nations Security Council resolutions.

In her first trip abroad since taking office, Secretary of State Hillary Rodham Clinton will travel to Asia, departing Washington, DC on February 15. Secretary Clinton will visit Japan (February 16-18), Indonesia (February 18-19), the Republic of Korea (February 19-20), and China (February 20-22).
In all capitals, Secretary Clinton will be discussing common approaches to the challenges facing the international community, including the financial markets turmoil, humanitarian issues, security and climate change.
In Tokyo, Secretary Clinton will meet with senior Japanese officials for discussions on the strategic bilateral alliance and cooperation with Japan on regional and global issues. The Secretary then will travel to Jakarta to hold consultations will senior Indonesian officials to discuss the close and growing partnership with Indonesia and perspectives on common interests in Southeast Asia.
In Seoul, Secretary Clinton will meet with senior leaders to discuss our expanding global cooperative partnership with our ally, the Republic of Korea.

Location: Western Africa, bordering the Bay of Biafra. Bordering nations--Cameroon, Gabon.
Area: 28,050 sq. km; slightly smaller than Maryland.
Cities: Capital--Malabo. Other cities--Bata (also capital of Littoral province on the mainland).
Terrain: Varies. Bioko Island is volcanic, with three major peaks of 9,876 feet, 7,416 feet, and 6,885 feet. Behind the coastal plain, the mainland provinces are hilly at a level of approximately 2,000 feet, with some 4,000-foot peaks. Annobon Island is volcanic.
Climate: Tropical; always warm, humid. The weather alternates between wet and dry seasons over the course of a year.

WASHINGTON.- A tres semanas de haber asumido y tras una serie de reveses políticos, el presidente norteamericano, Barack Obama, retomará esta semana el ritmo y el estilo de campaña electoral para defender su plan de reactivación económica ante los estadounidenses más golpeados por la crisis.
Obama visitará hoy Indiana y mañana Florida con el fin de defender su plan por unos 800.000 millones de dólares, que chocó con la oposición de gran parte de la minoría republicana en el Congreso.
Tras arrebatar esos dos estados a los republicanos en las elecciones de noviembre, Obama encabezará mitines en dos ciudades que sufren especialmente la crisis económica: Elkhart, en Indiana, donde el desempleo creció en un año de 4,7% a 15,3%; y Fort Myers, en Florida, donde el índice pasó de 6% a 10%.
El mandatario ofrecerá además esta noche su primera conferencia de prensa, en un horario de gran audiencia (a las 20 de Washington) desde la Casa Blanca.
"Tanto la escala como la envergadura del plan lo justifican. Es tiempo de actuar, ahora", destacó Obama anteayer en su programa de radio semanal, y calificó de "positivo" el avance de las negociaciones en el Senado, donde el plan será sometido a votación entre hoy y mañana tras un acuerdo tentativo.
Los senadores llegaron el viernes a un acuerdo sobre un plan para inyectar 780.000 millones de dólares a la economía, una cifra menor que la del proyecto inicial, que había llegado a los 920.000 millones. De todas formas, aún falta que el Senado y la Cámara de Representantes lleguen a un acuerdo final.
Hasta ahora el presidente había privilegiado el contacto directo con la oposición republicana a la espera de obtener algún respaldo, pero ningún republicano votó a favor de la versión de 819.000 millones de dólares que había sido aprobada el 28 de enero por la Cámara de Representantes. Según algunas estimaciones, sólo tres republicanos estarían dispuestos a votar con los demócratas en el Senado.
Algunos líderes del Capitolio, incluso demócratas que apoyan el plan, dijeron que los problemas para aprobar el plan de estímulo se debieron a la inexperiencia de Obama y a un error de cálculo en el respaldo inicial de los republicanos.
Pero en los últimos días Obama cambió el tono: "Es imperdonable e irresponsable que el plan esté bloqueado y retrasado, mientras millones de estadounidenses han sido despedidos", declaró el viernes, al comentar el salto de la tasa de desempleo a 7,6%.
Y en su mensaje por radio, Obama volvió a arremeter contra los republicanos que prefieren que se bajen los impuestos a que se realice un amplio plan de inversiones públicas. "No podemos confiar en una receta que no funciona y que propone únicamente la baja de impuestos para responder a todos nuestros problemas, ignorando los principales desafíos económicos: el costo exorbitante de la salud y el mal estado de gran número de escuelas, nuestra dependencia del petróleo extranjero y nuestras rutas, nuestros puentes y nuestros diques que se derrumban", insistió.
El endurecimiento del tono del presidente no pasó inadvertido para los republicanos, que han decidido aprovechar la oportunidad de esta votación crucial para hacer escuchar su voz y reforzar su oposición tras el fracaso electoral de noviembre.
Ayer, el director del Consejo Económico de la Casa Blanca, Larry Summers, uno de los principales asesores económicos del presidente, anticipó una lucha difícil en el Congreso para lograr la aprobación final del paquete de estímulo.
Summers dijo que la discusión girará alrededor de los 40.000 millones de dólares de ayuda a gobiernos estatales y locales que el Senado pretende eliminar del plan de estímulo económico propuesto por Obama.
Además, en declaraciones a la cadena Fox News, declaró que el nuevo gobierno ha "heredado el peor sistema financiero desde la Depresión" de la década de 1930.
En tanto, ante la intensa actividad en el Capitolio, el secretario del Tesoro, Timothy Geithner, postergó para mañana el anuncio del nuevo plan de rescate bancario "Ponemos toda nuestra atención en trabajar con el Congreso para aprobar [la ley sobre el plan de estímulo] de manera de crear los empleos y realizar las inversiones necesarias para que nuestra economía vuelva a ponerse en marcha", indicó el Tesoro.
Geithner tenía previsto anunciar hoy cómo el Estado prevé utilizar los 350.000 millones de dólares restantes del paquete de 700.000 millones puestos a disposición del Tesoro en octubre y el mecanismo que espera crear para proteger a los bancos ante numerosos activos invendibles que acumularon durante la burbuja inmobiliaria.

On February 14, 2005, killers assassinated former Prime Minister Rafiq Hariri and 22 others with a car bomb in downtown Beirut. This attack represented an attempt to silence not only Hariri, but all those voices in Lebanon calling out for independence and sovereignty.
However, this tragic day had the opposite effect. The Cedar Revolution that followed amplified the voices of those seeking justice and democracy, culminating in Syria’s withdrawal from Lebanon. Undeterred by continuing political violence, these forces have bravely continued their fight for a free and independent Lebanese state.
The United States is confident that the Special Tribunal for Lebanon will bring to justice those responsible for financing, planning, and carrying out the assassination of former Prime Minister Hariri. The formal launching of the Tribunal on March 1 will be an important sign of the international community’s determination to see this case solved. As evidence of our continued commitment to promoting justice in Lebanon, the United States pledges $6 million for the second year of the Tribunal’s operations, subject to Congressional approval of the FY09 budget, in addition to the $14 million already contributed.
The United States also continues its unwavering support for full implementation of UN Security Council Resolutions 1701 and 1559, including their calls for all arms in Lebanon to be brought under state control and the delineation of Lebanon’s borders. As Lebanon prepares for important parliamentary elections this June, the United States will support Lebanese authorities’ efforts to ensure that they are free, fair, transparent, and unmarred by political violence.
On February 14, the United States and the international community stand with the people of Lebanon in marking this day of sorrow. We remain firmly committed to working together for a peaceful, prosperous, and sovereign Lebanon.

Question: Have we provided or do we have plans to provide additional humanitarian aid to Gaza (in addition to the 20 million)?

Answer: At this time, the United States government has contributed almost $60 million for the provision of food, potable water, medicine, and plastic sheeting for emergency shelter needs.
In addition, the State Department has contributed money to support the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and the International Committee of the Red Cross. For example, since the beginning of the most recent conflict, it has dedicated nearly $55 million to these two organizations for food, shelter and other emergency relief in West Bank and Gaza.
Moreover, USAID has provided almost $6 million for emergency assistance to Gaza. Food, milk powder, blankets, plastic sheeting, and other nonfood items have been distributed to beneficiaries, and the distributions are continuing. This assistance is distributed to beneficiaries through USAID’s implementing partners under several recently awarded grants, including grants to Mercy Corps, American Near East Refugee Aid (ANERA), CHF International, Relief International, Catholic Relief Services, and CARE International. Food distributions are done through USAID’s grant to the World Food Program (WFP).
The needs of Gaza’s Palestinians remain acute. The U.S. government will continue to monitor the situation to judge what additional contributions would be the most helpful.

Q.First of all I would like to ask you about the word ‘reset.’ Mr. Obama and after him Mr. Biden said that it that was time to reset relations with Russia. Can you be more specific about that, and what do you think could change in Washington’s policy toward Russia?
A. I’m very happy to be back in Moscow. I’m especially happy to be here during the first few weeks of a new Administration, to follow up on what have been some constructive initial conversations between our two Presidents and between Secretary Clinton and Foreign Minister Lavrov. We do believe, as President Obama has emphasized, that we have before us an important opportunity to reset our relations onto a more productive path. In recent years, often times mutual frustration has tended to obscure our mutual interests. We believe it’s time to look ahead. That doesn’t mean that we won’t have differences and disagreements from time to time; what it means is that we are committed to trying to take advantage of this moment of opportunity and of the common interests between us. What we need to do now together is to try to translate those good intentions and that positive rhetoric into practical progress that serves the interest not only of the United States and Russia but of the rest of the world.
One clear, concrete example is nuclear cooperation. That is an area where the United States and Russia have unique capabilities and unique responsibilities. The U.S. and Russia together possess 95 percent of the world’s nuclear arsenal. It’s important for us to set a good example for the rest of the world in how we manage and reduce our own remaining nuclear arsenals; how we work together with other partners to prevent the proliferation of nuclear weapons; and how to ensure that terrorists are not able to get their hands on such weapons. That is one example of our clear common interest.
Q. Could you confirm media reports suggesting that the Obama administration is willing to discuss with Russia the slashing of nuclear arsenals by eighty percent?
A. The U.S. administration is committed to negotiating a legally binding follow-on agreement to START, an agreement that preserves a strong verification regime, and an agreement which aims at further reductions in our nuclear arsenals beyond the levels of the Moscow Treaty. We haven’t made any decisions in the American administration about the specifics, but we look forward at the earliest possible date to beginning discussion with our Russian partners on this very important issue, just as soon as our new negotiator is confirmed by the United States Senate.
Q. Are you planning to reduce significantly the arsenals?

A. We are certainly committed to an agreement which aims at further reductions, but at this stage we are still developing the precise positions which we will seek to discuss with our Russian partners. These are issues – arms control, further reductions, the control of the proliferation of nuclear materials, which President Obama takes very seriously. The President, when he was Senator and when I was Ambassador to Russia, visited Russia in 2005 precisely because of his very strong interest in these issues, and his recognition that U.S. –Russian leadership is essential in the whole range of nuclear issues.
Q. What issues do you think the Russian and U.S. Presidents can discuss at their meeting in London in April. Some newspapers have talked about an agreement on the common fight against corruption, and the creation of some mechanism for economic cooperation, such as the Gore-Chernomyrdin Commission.
A. It’s up to the two Presidents to decide the details of their agenda, but I would simply say the following. I think that nuclear cooperation and arms control, and especially the possibility of reaching a post-START agreement that serves both our interests, will be an important item. Another important item is likely to be cooperation against the proliferation of weapons of mass destruction. We share a common interest in ensuring that Iran does not acquire a nuclear weapons capability. Afghanistan is another area of common interest. Both the United States and Russia have an interest in ensuring that Afghanistan does not become a platform for the export of violent extremism, from which both of us have suffered. Global economic issues will obviously be an important subject for the two Presidents. Both of our economies have been seriously affected by the global financial crisis, and both of our countries have an important role to play in addressing that challenge. Finally, I think it will be important for our two leaderships to look at ways in which can structure our relationship and ensure that we are working together more systematically. But we have not yet made any specific proposals.
Q. What about the meeting between Minister Lavrov and Secretary Clinton? Could this meeting take place before the summit in London?
A. Secretary Clinton looks forward very much to meeting Minister Lavrov. I expect that such a meeting will take place in the very near future, before the meeting in London, but I don’t have an announcement to make for you this afternoon. I’ll let my colleagues at the State Department and the Ministry of Foreign Affairs make that announcement at the appropriate time.
Q. What about the meeting in the two plus two format? Could it take place before the April summit?
A. The two plus two format has been a useful one for both countries, and it could well be useful in the future. There could also be additional forms of meetings in the future, but I don’t have anything specific on the timing of those meetings to offer today.

The State Department will send a delegation to the February 16-19 consultations for the World Conference Against Racism as a means of evaluating the current direction of Conference preparations and whether U.S. participation in the Conference itself is warranted.
This will be the first opportunity the Administration has had to engage in the negotiations for the Durban Review, and – in line with our commitment to diplomacy – the U.S. has decided to send a delegation to engage in the negotiations on the text of the conference document.
The intent of our participation is to work to try to change the direction in which the Review Conference is heading. We hope to work with other countries that want the Conference to responsibly and productively address racism around the world.
Our participation in these informal negotiations does not indicate – and should not be misconstrued to indicate – that the United States will participate in April in the World Conference Against Racism itself. Nor does it indicate that we will necessarily participate in future preparations for the Conference. These decisions will be taken at a later date, depending on the results that we see from the negotiating process.

WASHINGTON.- La expectativa se palpó a lo largo del día y, al caer la noche, millones de personas -dentro y fuera del país- permanecieron frente al televisor para escucharlo.
El discurso con el que ayer el presidente Barak Obama hizo un enérgico llamado al consenso para sacar el país de la recesión y de la crisis generó tanta ansiedad como el primero que pronunció hace apenas cinco semanas, al jurar el cargo como 44° presidente de los Estados Unidos.
"El peso de esta crisis no determinará el destino de este país", afirmó en su discurso, en el que señaló que había llegado el momento de "abrir los ojos" y responsabilizarse del futuro del país. "Quiero que cada estadounidense sepa esto: reconstruiremos, nos recuperaremos y Estados Unidos emergerá más fuerte que antes", añadió el mandatario norteamericano, que horas antes había dialogado con el premier japonés, Taro Aso, con quien coincidió en rechazar el proteccionismo.
Fue, por cierto, la primera vez que Obama habló como presidente en funciones a un Congreso reunido especialmente para escuchar su receta, que tiene por objeto recortar a poco más de 500.000 millones de dólares, en cuatro años, el gigantesco déficit fiscal. Y que cuenta, como figura estelar, con un plan de estímulo por 787.000 millones. Obama habló entonces para convencer a los legisladores de su partido y de la oposición republicana de que, con esos elementos como pilares, "posee un plan" válido, apropiado y eficaz para superar "los enormes desafíos" que hay por delante.
"Lo que necesitamos ahora es que este país se una, afronte con osadía los desafíos que encaramos y se haga responsable de su futuro una vez más", destacó en su alocución de 45 minutos, durante los que detalló las prioridades de su Legislatura, con un fuerte hincapié en la economía y las medidas anticrisis.
Obama dijo anoche que, entre los recortes que habrá, piensa eliminar los contratos asignados sin licitación en Irak, los cuales, dijo, hacen gastar miles de millones de dólares. Y agregó que reformará el presupuesto de defensa del país, "para que no pagemos por sistemas de armas de la época de la Guerra Fría, que no utilizamos". El mandatario norteamericano también se comprometió a eliminar las exenciones impositivas para las compañías que trasladen empleos al exterior.
La ceremonia del discurso estuvo imbuida de la pompa y la solemnidad con que se quiso subrayar la gravedad del momento. Funcionarios del gobierno atestaron los pasillos. Un palco superior quedó reservado para la primera dama, Michelle Obama.
Tal era la ansiedad pública que hasta hubo encuestas específicas para vaticinar el resultado de un discurso que si bien podía intuirse en sus lineamientos básicos, de ningún modo se conocía en la médula de su sentido, esto es: los pasos concretos para que la superpotencia recupere el vuelo y salga de la depresión económica en la que ha caído.
Así, horas antes de que el mandatario empezara a hablar, un sondeo de CNN vaticinó que las palabras del presidente "generarían mucha confianza", según el 62% de sus consultados. Sólo el 37% dijo que "no tendrían efecto" en la percepción de la situación. Falta de entusiasmo
El dato es significativo si se tiene en cuenta que, hasta ahora, los anuncios económicos de esta nueva Casa Blanca no han generado mucho entusiasmo entre inversores y operadores de mercado. Y las malas señales se acumulan: ayer se reveló que el precio de las casas cayó en el último trimestre de 2008 un 18,2%, la cifra más alta en dos décadas.
La Bolsa de Nueva York cerró anteayer en su nivel más bajo desde 1997, en la más fría respuesta a la reciente aprobación del plan de estímulo, el caballito de batalla con el que Obama espera "mover la rueda" de la economía y terminar con la recesión.
Pero es que una cosa parece ser lo que dicen los mercados y otra, la popularidad de Obama, que, en su primer mes de gestión -y pese a que las malas noticias caen como pelotas de granizo-, tiene un sol propio brillando por encima de su cabeza. Obama cuenta con un apoyo de no menos del 68%, de acuerdo con una encuesta conjunta realizada por The Washington Post y el canal ABC entre mil personas. Y otro 60% de los consultados están convencidos de que el plan de estímulo aliviará la actual crisis económica.
En otro sondeo, de The New York Times y la CBS, el desempeño de Obama lograba el 64% de aprobación, y más del 75% se declaraba optimista acerca de los próximos cuatro años.
Pero fue la presión de la expectativa la que, horas antes de que Obama empezara a hablar, hizo que colaboradores suyos esbozaran lineamientos básicos del esperado discurso. "Uno de los puntos básicos será dejar en claro que nos ha llevado mucho tiempo llegar a esta situación y que también nos llevará mucho salir de ella", había precisado el vocero de la Casa Blanca, Robert Gibbs.
"El presidente cree muy claramente que tenemos que ser honestos acerca de la situación en la que nos encontramos", añadió. Poco después, la franqueza de Obama en el Congreso confirmaba la gravedad del diagnóstico y la monumental tarea que le espera por delante.

WASHINGTON.- Habría que agregar una nueva función al cargo asumido por Barack Obama en enero último: la de animador en jefe.
En la cumbre fiscal realizada anteayer en la Casa Blanca, el presidente norteamericano mostró su talento como experto en política y como un anfitrión jovial tanto para sus aliados y como para sus adversarios.
Afable y siempre en control de la situación, Obama mezcló en su discurso palabras serias sobre la manera de controlar la explosión del déficit federal con frecuentes dosis de humor y familiaridad.
Esa mezcla proporcionó un alivio para lo que podría haber sido una tensa situación de acusaciones entre republicanos y demócratas en un tema tan árido como la política fiscal. Para los asfixiantes parámetros de Washington, fue una ocasión extraordinariamente divertida.
Se vio a un ex senador de un solo período que ahora se siente cómodo como presidente apenas un mes después de haber asumido el cargo.
En el cierre de la cumbre, Obama se refirió a demócratas, republicanos, representantes empresariales y líderes sindicales llamándolos a todos "muchachos", antes de pedirles que formularan preguntas o comentarios. Con deliberación, el mandatario demócrata empezó por el más improbable: por el republicano al que derrotó en las últimas elecciones, John McCain.
"Saben, él y yo sostuvimos algunos buenos debates acerca de estos temas", dijo Obama en un eufemismo que suscitó risas. También elogió al senador de Arizona, al calificarlo como una persona "coherente y sincera en lo referido a estos temas".
"Bien, gracias señor presidente", dijo McCain, y rápidamente se puso a escarbar en el costo excesivo de las grandes compras del gobierno. "Su helicóptero ahora costará tanto como el Air Force One", ironizó.
Obama aprovechó la oportunidad y dijo que había ordenado una minuciosa revisión de su nueva flota de helicópteros Marine One. "El helicóptero que tengo en este momento me parece absolutamente adecuado", dijo con picardía, suscitando más risas. "Por supuesto, nunca antes había tenido un helicóptero."
Cuando el republicano Steny Hoyer confundió el nombre de un senador republicano de Carolina del Sur que con frecuencia se opone al presidente, con el de un representante demócrata ya retirado. Obama fue rápido para corregir el error: "Lindsey Graham. No sé nada de Lindsay Thomas, pero conozco bien a Lindsey Graham".
Otro momento intenso ocurrió tras anunciar una cumbre sobre asistencia médica para la semana próxima. Allí, el senador Mike Enzi, republicano por Wyoming, señaló que, en ese tema, "hay algunas palabras que inducen al debate".
"¿Medicina socializada?", interpuso Obama con tono burlón, provocando nuevas carcajadas.
Esa es la crítica más frecuente que los republicanos formulan contra el apoyo que brinda el presidente a la asistencia médica universal.
Sin embargo, a pesar de todas las bromas, Obama se puso serio cuando el opositor Joe Barton le pidió que alentara a la presidenta de la Cámara, Nancy Pelosi, para que incluyera a los republicanos en el proceso de toma de decisiones.
